Do you believe it's possible for someone to be a born again Christian and still speak mean hateful words to their family members, or do you believe those that do so are not truly born again at all?

That is a tough one. If he continues in this type of behavior, without showing any remorse, guilt or repentance, their salvation would defintely be in question.
I feel safe in saying that they are not filled with or led by the Holy Spirit. This kind of mean-spirited behavior is the works of darkness and the Bible says that Christians are filled with light and in them is no darkness.
My prayer for them would be that God would reward them according to their deeds.
